本年2010年1月1日以降、移民法及審査規定について何かと変更が相次いでいます。そして2月8日にMODLに関して大きな変更がありました。これに伴い、近々SOLに関連する変更もある様です（事前情報なので100％確証はありません）。現在、各種情報収集中ですので、一部のサイトページを停止します。

最近、会計士（Accountant）の English Language Requirementsの引き上げに関する質問が多いことを受け、弊社にて独自に各Assessment
Bodyに問い合わせをおこないましたが、 当面の間引き上げは無さそうです。
A minimum IELTS requirement of Band 6 is currently mandated for
migration purposes by the regulators, with bonus points for Band
7. To my mind, whilst there is often broad discussion of language
requirements by the professional bodies, there has not to my knowledge
been any discussion on English language requirements being mandated
for membership, involving the NIA.

English Language Requirements for Welfare Workers - Update 1st

Welfare Workers社会福祉士のSkill AssessmentにおけるEnglish Language
Requirementsの基準が引き上げになる事が決定しました。2010年2月以降の申請にはIELTS
7 in all bandsが申請条件になります。ただし、一回の試験で4セクション全て7以上取る必要は無く、数回の試験にて、いずれかの試験で4セクション7をクリアすれば良いと言う変則的な方法です。いわば：
1回目：R6.5 L7.0 W6.5 S7.0
2回目：R7.5 L6.5 W7.0 S6.0
の2回の試験結果をもってIELTS 7 in all bandsをクリアしたとみなして貰えます。
ただし、これはAIWCWのSkill Assessmentの申請条件であって、移民局のEnglish
Language Requirementsとは別の話です。移民局のそれは従来通りです。
English Language Requirements for Welfare Workers - Update 1st
July 2009 The Welfare Work English Language Requirement Project
has been completed and the Project Report has been accepted. AIWCW
has endorsed the following recommendations. The first four recommendations
will apply to applications received after the 30th September 2009
[NOW AMENDED TO 31 JANUARY 2010] for recognition as a welfare worker
under the General Skilled Migration program.

現在、移民局ではMODLの選択方法に関しての見直しが検討されています。従来MODL自体が定期的に見直されるものですが、今回は選択方法も検討されている様です。
恐らく10〜11月頃には新しいリストが発表されると思われますが、幾つかのSkillが削除されるのは必須と思われます。詳細は下記移民局サイトをご覧ください。

一昨年前のTRAの規定変更に伴い、豪州のCertificate III 無しでの申請が実質困難な状況になっていたTRA系（調理師・美容師・自動車整備士等）ですが、このほど海外専門のWorkplace
Assessmentのシステムを立ち上げた団体が出来ました。
この事により、比較的スムーズなTRA申請の道が開けたと言えます。
このWorkplace Assessmentをパスしたからと言っても、そのままTRA申請がパスできるとか免除されると言う類のものではありません。あくまで、TRA申請条件の一つである、豪州資格同等の資格能力があると認められるものです。

現在、ビクトリア州で23のCollegeが、NSW州で5つのCollegeが移民局の捜査を受けています。移住ビザ申請に当たり、学生に不法な便宜を図るなどしていた疑いがもたれている為です。
TAFE等はこの対象に含まれていません。

移民局の申請費用が大きく変更されました。暫定滞在ビザの申請費用は、全体的に20〜40ドルの幅で値下がりになっているものがありますが、永住系のビザはのきなみ大幅値上げされています。たとえばS175などは2105から2525に値上げさました。

オーストラリアにおける不景気・失業率上昇に伴い。雇用ビザの規定が変わり、審査基準が厳しくなる模様。特に、従来豪州内にて人材供給が充分な分野に関しては、給与基準が厳しく審査される傾向となる様です。
The guidelines are significant as they show that DIAC is going
to scrutinise Subclass 457 visa applications far more carefully
bearing in mind the economic downturn. It is clear from the new
guidelines that any attempt by employers to bring in cheap labour
on 457 visas is not likely to succeed.

永住権申請を行った留学生が、就学期間が規定に満たないと言うことで申請のペンディングを受けたケースがありましたが、調査の結果
「学校は規定週以上の就学を行っていた」事が判り、無事にビザがグラントされました。
学校によっては、認識の甘さから、実際には規定週以上に授業をやっていても、監督官庁への申請忘れ等によって誤解を招くケースがあります。

近々、MODLからHAIRDRESSERとCOOKが消える可能性が高まってきました。
まだ正式発表には至っていませんが、新聞などで記事になっています。
HAIRDRESSING and cookery are expected to be removed from the list
of occupational skills in short supply in Australia ― a move that
would affect migration rules and have widespread ramifications for
the international education industry. Thousands of international
students who complete courses in hairdressing and cookery can gain
extra migration points towards applications for permanent residency
because the two trades are currently included on the Migration Occupations
in Demand List.

TRAのアセスメント方法に当分変更無しが決定されました。
Update on TRA's assessment standards and procedures TRA has decided
to delay the implementation of its proposed revised assessment standards
and procedures- the Migration Assessment Policy (MAP) - indefinitely.
This means that all applications will continue to be assessed against
the current Uniform Assessment Criteria (UAC). Please note that,
as TRA's assessment policy is linked with Australia's migration
and economic policy, any changes in migration and economic policy
may subsequently require changes to TRA's assessment policy and
processes at short notice. You are encouraged to check the website
frequently as a means of ensuring your application to TRA complies
with TRA's current assessment policy and processes.
